The Democratic governor held a bill-signing ceremony Wednesday at Spectrum Center, home to the NBA鈥檚 Charlotte Hornets. It could house one of several anticipated sportsbooks allowed at or near professional sports venues as part of the law.

A bill allowing the state's leading health insurance provider to restructure is on its way to the desk of Democratic Gov. Roy Cooper. The North Carolina legislature gave the bill final approval despite criticisms from the state insurance commissioner that it would erode his regulatory authority.

Hundreds of abortion-rights activists and voters watched Gov. Roy Cooper affix his veto stamp to the bill that would have banned all abortions after 12 weeks of pregnancy. The veto launches a major test for leaders of the GOP-controlled General Assembly to attempt to override Cooper鈥檚 veto after they recently gained veto-proof majorities in both chambers.

Cooper usually vetoes bills privately in his office, announcing his decision in a press release. This time he'll take his veto stamp to a much more public setting.

Cooper, a Democrat, released his budget proposal in March. The Republican-led House passed its budget in April. The Senate鈥檚 vote this week kicked off weeks of closed-door budget negotiations between House and Senate leaders.

Cooper announced on Thursday that State Capitol Police Chief R.E. 鈥淐hip鈥� Hawley will fill the post when current Director Bob Schurmeier鈥檚 term ends June 30. Hawley is subject to General Assembly confirmation for the six-year term to which Cooper nominated him.
