A Northeast of Charlotte is the focus of a new federal lawsuit. The facility in Cabarrus County stands accused of placing teenagers in prolonged isolation for 23 or more hours a day.
The lawsuit, originally filed on behalf of three teenagers who were held for months at Cabarrus Regional Juvenile Detention Center, is now seeking class-action status, as thousands of teens allege to have also been kept in prolonged solitary confinement.
